I have also noticed him & his ping which usually spikes to 6 or 700ms and then gets back to 300, its due to his lag.

Its unfair for us, we gets banned many times because of this and we dont know how it occurs but after a ban someone told us to rejoin is better choice to avoid this. And I reported him because he did alot of times you can see.

It's not hacks. He's clearly desynced. I've fought him many times before and he didnt use any hacks so I don't think he would start now. And if he was using hacks he wouldn't make it so obvious. You can see in the video he isn't moving when being shot probably because on his screen you weren't shooting. In these cases the player needs to re-connect to the server fix this. Admins can also kick him.
