Title: (Implemented) autostart enabler

An autostart ctf round enabler when theres no players in sv.
Mostly the staff including me disables it and usually forgets to re-enable it before leaving the sv.

newk : low priority, 4.0 won't be updated anymore and 5.0 has more important things to script

also plz reduce ban duration by 1 month for all :-\ ;D >:( :( :-[ :'(

Sounds like a good a idea, but to be perfectly honest I don't really have the time to be making any changes to the script right now. Too much stuff going on at work right now that's taking up my free time. Once I'm on vacation this summer and free from the stuff at work, I'll pick it back up.
