I don't consider this to be rocket glitching. I see ocasional rockets being shot, and not being used in an abusive manner in 1v1 combat. Rocket glitching is alot faster (like this (https://www.youtube.com/watch?v=1xB2nh_QJu8) or this (http://www.ytpak.com/watch?v=w9cVxEJI_z4) or this (https://www.youtube.com/watch?v=cnT1ObrAj2w) for example)
