What he's doing in the video is called after-shot crouch glitch with molotov- Molo glitch, and it indeed is a ban able offence but he's throwing one molo per glitch shot which is considered okay since it doesn't cause the slide glitch. But if a player does it continuously which causes the slide bug- gets a ban.
