Those videos prove nothing.
He was in aim-mode before you arrived, so this is allowed.
Regardless, the player has already been banned in-game for actually rocket-glitching and all further reports against the user that are of the same reason will not result in his ban length being increased.
If you have any complaints, you are welcome to contact your local country representative in the server staff and ask him to create a thread in our private sections or create another topic yourself.
